4月20日,美国SAGE出版社旗下的《Tumor Biology》期刊发布了一篇撤稿声明,宣布将撤销2012年-2016年间发布的107篇出自中国作者的论文,《Tumor Biology》认为这些论文涉嫌违规提供虚假的同行评审信息。
伪造同行评审
官方表述如下:
The Publisher and Editor retract this article in accordance with the recommendations of the Committee on Publication Ethics (COPE). After a thorough investigation we have strong reason to believe that the peer review process was compromised.
“根据出版伦理委员会的建议,出版商和编辑决定撤稿。在经过彻底调查之后,我们相信论文在同行评审环节中有违规操作行为。”
在撤稿声明中,期刊列出了一个发布在出版伦理委员会网站上的声明,声明中介绍:“机构已意识到属于不同出版商的几家期刊,在同行评审过程中存在系统的、不适当的操纵。这些操作似乎是由一些第三方机构策划的,他们为论文作者提供这种服务。”
撤稿声明中提到的同行评审是一种审查程序,出版单位会以此方法来选择稿件录取与否,具体操作就是让同一领域的其他专家学者来评审待刊发的学术著作。同行评审环节需要提供参与评审的专家学者的真实姓名和电子邮件地址,学术期刊编辑部会通过电子邮件向这些专家学者确认评审意见。
被撤稿的107篇论文,同行评审的专家名字虽然是真的,但电子邮件地址却被怀疑是假的。因为不少提到名字的专家,出版机构早有他们的电子邮件,跟这些论文中提供的邮件地址对不上。
根据《澎湃新闻》的报道,施普林格细胞生物学及生物化学编辑总监彼得·巴特勒(Peter Butler)参加了此次的调查,其表示“论文提交的评审人建议中,使用了评审人的真实姓名,但假冒了其电子邮件地址,这让编辑以为文章发送给了真正的评审人。在我们与真正的评审人进行调查和沟通之后,他们确认并没有对论文做过评审。”
巴特勒同时表示,“同行评审及投稿过程中的造假问题是全球性的,并非任何国家所特有的。我们的筛查工作不针对任何国家。人们普遍有发表文章的压力,这不仅是在中国,全球范围也如此。但在中国,有一定证据表明,提供所谓语言编辑服务的第三方机构(注:一些提供论文代投服务的机构)在操纵评审流程上发挥了作用。科研诚信是中国政府有关部门十分重视的事情,他们在过去两年也采取了重要的措施以解决相关问题。施普林格会继续竭尽所能,协助相关工作,维护各方利益。”
事涉国内多家医院和知名机构
根据统计,被撤稿的107篇论文作者来自125家中国研究机构、4个国外研究机构。其中大部分作者均为医院医生,所属的机构单位是国内高校的附属医院,包括浙江大学附属医院、上海交通大学附属医院、山东大学附属济南市中心医院、湘雅一、二、三院等知名医院。
4家国外机构分别为日本爱知医科大学、美国威斯康辛州血液中心、美国芝加哥大学和加拿大多伦多大学。
